About the Program

The Aapki Beti Hamari Beti Scheme was launched by the Department of Women and Child Development, Government of Haryana on August 24, 2015. The scheme is designed to support the education and welfare of female children from certain families by investing ₹21,000 with Life Insurance Corporation (LIC) in the name of the first female child of SC/BPL families and the second female child in any other family. This amount is provided to the female child when she turns 18, directly into her Aadhaar-seeded bank account.

Main Objectives of the Scheme:

To change societal attitudes towards the birth of a female child. To raise the legal age of marriage for females. To improve the child sex ratio in the state. To enhance school enrollment and retention rates for girls and assist them in income-generating activities. To ensure the survival, health, and education of girls in Haryana.

Eligibility

Eligibility Criteria:

  • Residency: Applicants must be residents of Haryana, or at least one parent must reside in Haryana with their female children.
  • School Enrollment: Female children should be enrolled in school/anganwadi centres as per their age.
  • Family Status:
    • SC/BPL Families: Eligible if their first daughter was born on or after January 22, 2015.

    • Other Families: All families with a second daughter born on or after January 22, 2015, are eligible, regardless of caste, religion, income, or the number of sons. (This is applicable for families also eligible for the Ladli scheme.)

Special Note:

  • Families with twin or multiple female children born before January 22, 2015, will receive a one-time annual grant per girl child for five years.
  • Pregnant women are encouraged to register with the nearest Anganwadi Centre or Health Department, and birth registration for all daughters is mandatory.
  • An Aadhaar number for each daughter is preferred, but parents' Aadhaar numbers can be used during enrollment.
  • Parents must ensure their daughters’ timely immunization, and immunization records should accompany the application.

  • Eligible Families:

    • Families with twins or multiple female children born on or after January 22, 2015, will receive ₹21,000 per girl child.
  • Families Under Ladli Scheme Eligibility:

    • Families with a second female child born on or before January 21, 2015, will receive ₹5,000 annually for five years.
    • Families with twins or multiple female children born before January 21, 2015, will receive ₹2,500 annually per candidate for five years.
  • Investment in LIC: The ₹21,000 will be invested in an LIC policy in the name of the female child. The mother will be the primary contact for the policy. If the mother is deceased, the father or legal guardian will be listed as the contact.

Withdrawal of Benefits:

  • Benefits will be withdrawn if awarded due to errors or false information, and funds may be recovered by the competent authority.
  • Providing false information may lead to prosecution under applicable laws.
  • If the beneficiary marries before 18 years of age, she will be ineligible for the benefits.
  • If the beneficiary dies after reaching 18 years of age, the benefit will not be passed to the parents.
  • If the beneficiary dies before reaching 18, her enrollment will be canceled, and the invested funds will be returned to the Department.

Required Documents:

  • Parivaar Pehchaan Patra number
  • Proof of Residency/Address/Ownership (e.g., Ration card, Voter ID, Electricity bill, Telephone bill)
  • Aadhaar card of the applicant and parent(s)/guardian(s)
  • Immunization certificate (self-attested copy)
  • Birth certificate (self-attested copy)
  • Domicile certificate (if applicable)
  • Caste certificate
  • BPL certificate

Monitoring:

  • The Women and Child Development Department is responsible for monitoring the progress and implementation of the scheme.

Application Deadline: The scheme is open throughout the year, and applicants can apply at any time if they meet the eligibility criteria.
